ארבעה שלבים בהכנת שמאות

השמאות מבוצעת בארבעה שלבים מובנים. אלו נקבעו על ידי ה- USPAP. ההליך עצמו מכוּנה: the scope of work rule of USPAP.
הוא קובע איך העבודה השמאית תתפתח ותתגבש לכדי דוח שמאות בכתב. ובנוסף, איך השמאות תיכתב ותוגש ללקוח. מטרת ארבעת השלבים הם הכנת שמאות מקצועית ואמינה, credible appraisal.
כאשר credible appraisal מוגדרת על ידי ה USAPA באופן הבא:
